Sponsoring parents from the Philippines

Hi there to Filipinos living in Canada.

I would like to sponsor my parents to Saskatchewan. I read on the Citizen and Immigration Canada website that the time it will take to process the application is 23 months. http://www.cic.gc.ca/english/information/times/canada/process-in.asp#sponsorship

But on the website of the Canadian Embassy in Manila, the processing time is 8 to 12 months. http://geo.international.gc.ca/asia/manila/visas/servstan-en.asp

Does this mean the application will be process in Canada for 23 months before it will be sent to the Canada Visa office in Manila, then it will take another 8 to 12 months in Manila before my parents will get their visas? For a total of 35 months?

Thank you for your response. Do you know if there is any other way to get a parent to Canada? You see, all my siblings application are being processed under the provincial nominee program, and they may soon be in Canada leaving my mother all alone in the Philippines. She is very old and does not have any other family members who can look after her. But she is still very heathy. We just don't want to leave her behind. Sponsoring her will take several years and this means she has to wait in the Philippines for a few year before she can join us. Can my siblings take my mother as their dependent so they all can go to Canada all at the same time?

1. Parents are not a priority, so she will have to wait.
2. No, your siblings can't included in their applications.

If my mother goes to Canada as a tourist. How long is she allowed to stay in Canada? And can she renew her term of stay without coming back to Manila?

Also, will it be faster if we sponsor her while she is in Canada as a tourist?
