My Dad is 77 and has throat cancer. My mom is 70 and doesn't have any health issues. They are both deaf and mute and dependent on me.

We did radiotherapy for him , which did not work. We have now decided not to go for any treatment because of his age and condition, and just let him live surrounded by his family.

Therefore, Can I sponsor my parents to Canada ?

Very sorry about your dad's condition. What a difficult situation!

At the risk of being too abrupt, what's his prognosis in terms of life expectancy? Putting aside the question of if he'd pass the medical exam, it's a very long process to sponsor parents and involves a lottery with limited chances. If his prognosis is not good you might want to focus on finding ways to be with him in your home country.

I'm sorry for your father's condition

You can certainly try if you are selected through the lottery. Both of your parents will need to pass a medical in order to be approved. Given your father's condition, it's certainly very possible IRCC may refuse him on medical grounds. None of us here can tell you for certain what the outcome would be.

Realistically without treatment it is unlikely that they would get to the point of receiving PR before your father passed away. You can try to get selected for PGP if you qualify next year and once your father passes away your mother has a much better chance of approval. If you have been able to live in Canada and they are living abroad they wouldn’t be considered dependent on you for everyday life. I assume they have some sort of support network or have grown up being deaf and mute and have systems in place to make them fully independent.
