Sponsoring out of Canada

I am a Canadian citizen living in Turkey right now with my PA. I applied online but my question is could I have applied through the Ankara visa office in Turkey and given them my application. I am seeing stuff like new deli visa office and so on, is that how they are doing it? If I can, wouldn't it be faster compared to thousands of applications online?

P.S. I am asking because there is a change my application might get returned for missing a document.

All out of Canada applications, paper and online, get processed first in Canada. Then, generally speaking, they are transferred to a dedicated visa office outside Canada. That's the stage that you are hearing about (New Delhi, London, etc).

So no, you can't go directly to stage 2 of course.
