I believe (but not certain) that you need to pass stage 1 of inland before you will qualify for BC insurance, and it's not applicable to outland applications. This is just based on something that was posted here once, I could be wrong so perhaps best to ask this question to the health care section of this forum or wait for BC residents to advise.

Your wife cannot get MSP simply because she is married to you. However, she is eligible for coverage while on a working holiday visa, provided she is working at least 18 hours/week. See here http://www.health.gov.bc.ca/msp/infoben/faqas.html#whp. If she is working, she should submit an MSP application now.

Once she becomes an applicant for permanent residency, she is eligible for coverage after the wait period. The wait period consists of the balance of the remaining month after CIC accepts an application (or in some cases, when the fees are paid), plus another 2 months.

It doesn't matter whether it's an outland or inland app, same rule applies for both.

If she is working and can get MSP now, you will want to submit the sponsorship app February at the latest. That will start the waiting period and ensure that she qualifies for MSP by May 1st.

If she isn't working and can't get MSP now, submit the sponsorship app ASAP to start the waiting period.

Ok.

One more question. Being Japanese they don't really have birth certificates, they have a koseki (family registry). Am I still required to have the original so I can get the copy notarized?
