Hi!

I just landed as a PR last August and I have a girlfriend in the Philippines that I want to sponsor early next year as soon as she graduate from College. I would like to know our best options and the pros on cons of each.

We are considering the following:
1. Get her a Tourist Visa then find a way for her to get employed in here? Though that doesn't look safe
2. Get a Student Visa (If that sounds easier than the first one), though going full time student isn't really an option.
3. Get her a Tourist Visa then get married in ON then apply for her PR at the same time apply for a One Year Pilot
4. Get married in the PHL then get her a Tourist visa then apply for her PR at the same time apply for a One Year Pilot

Any related tips would be much appreciated, convenience and time wise. Thanks!

1. She cannot be employed with tourist visa. That's illegal and may ruin her chances in future to gain a PR.
2. If she would not be deemed a genuine student, most chances her visa will be refused. Then again, getting a student visa without engaging in the studies is illegal, see #1.
3. Possible, as long as she will be able to get a TRV.
4. Getting a tourist visa after marriage would be extremely difficult, near to impossible, although there are people who have done that. she will have to show really strong ties to her home country to overweight her ties in Canada, i.e. you. If you are certain you want to pursue an Inland application, #3 is your best chance.

Considering #3, how hard would it be to get a TRV for her since she'd be a fresh graduate by that time? And a follow up on that, isn't it hard to get married in ON if she's under TRV?

Come to think of it, #4 doesn't really require for her to get the TRV as we can proceed on the PR application after marriage then go for one year pilot.

Effective December 22, 2014, eligible spouses or common-law partners have the opportunity to work in Canada while they wait for their application for permanent residence to be processed.
Citizenship and Immigration Canada (CIC) will issue open work permits to certain spouses or common-law partners who are applying for permanent residence from inside Canada, before the approval in principle decision on their application is made.

I don't know her specific case so its hard to estimate the chances. In general, if she doesn't have much properties in Phil., doesn't have well paid job, family commitments, etc - it is going to be hard for her to get a TRV.
You can get married in the Philippines and proceed with an outland sponsorship application. that is what most folks are doing.

You may need to consider:
5. If TRV is refused, then you will apply OUTLAND through Manila office after getting married in PHL. She will need to remain in PHL until her PR is approved

This case is being considered the fact that One Year Pilot (or whatever term is best used for that [quoted below]) is in effect. So yeah, I am weighing between option 3 & 4 and I guess 5 as well as to where to get married if ever.

The pilot program is only for inland apps. So unless you are willing to spend the very expensive tuition fees for foreign students and get her here on a student visa, you should be prepared for the likely event a TRV app would be refused and you will be forced to apply outland through Manila office whether you want to or not.

Also just a small note, I agree that #3 would be your best option, BUT you mentioned that you want to sponsor her NEXT YEAR. The pilot program ends in December 2015, and we don't know yet if they will pursue it, so you may want to consider applying outland if they don't extend the pilot.

For the pilot program, she has to be in Canada and sponsored inland. So she will have to get here first somehow - a TRV or a student visa. TRVs are difficult to get without a lot of proof of ties to her homeland. However, no harm in trying.

Probably you will have to marry her in the Philippines and then sponsor her outland, though. The advantage to this is that it is usually quicker than an inland application.
