There's no way someone from March 2015 received DM. Did you mean 2014? They're working on June 2014 applications right now (but people from July and October are starting to receive news).

Sorry, but this is not true. Well, the first part is. But you're not eligible to health coverage with CSQ and OWP. They changed that back in June and now require OWP+CSQ+AIP.

Just saying, I applied in September 2014 and the file was returned in November 2014, so it wouldn't say it's safe before a good 2 months. It's essentially the time you would get your AOR if the file was complete. Maybe (hopefully) the times are shorter now.

No there's no way for him to get a status. Applying for sponsorship doesn't give a status. He has to get out.

It doesn't apply to the province of Quebec. So as long as you haven't been sponsored yourself to get your PR, you're good to go.
