Where did you park? Did you park elsewhere and walk to the bridge or is there a place to park by the bridge?
You have to actually drive across the bridge and up to the US point of entry. The US border guy at the kiosk will ask the usual questions about citizenship, purpose of your visit, etc. Tell him that you do not wish to enter the US and are just there to "flagpole" and complete your spouse's PR landing. They will turn you around and guide your car through a little gate that takes you back to the Canadian border crossing. You'll drive the 50 feet or so back to the Canadian border crossing. Tell the CBSA officer at that kiosk that you want to do a PR landing. They will take a quick look at your COPR and direct you to the CBSA office on the left where you can park. Take your COPR inside and a CBSA agent in that office will fill out some documents and complete the rest of the process for you. Good luck.
