Does he have valid status in Canada? That would be my first question.

My lawyer told me that having status in Canada only really makes a difference for getting the OPEN WORK PERMIT so that he could work while he was here.

So he has been out of status for 7 years? Has he been working illegally? He is not eligible for Open Work Permit because he needs to have valid status in order to qualify.

You don't need a lawyer. File an inland application. Make sure you are 100% honest about his history - including his immigration history in Canada, his current status and the length of his stay in Canada.

If he is currently working - I would very strong recommend that he stop.
