Sponsoring my husband

Hi Everyone.

Im a bit sad coz I'll be leaving in few days bound to Quebec while my husband will have to stay here in the philippines. can anyone help me with our questions:

1. How many years before I can sponsor my husband?
2. Do I have to get my PR card before I can sponsor him; how many months before I'll receive the PR card?
3. Let's say I already have my PR card and I have my regular work; how long will it take to process my husband's sponsorship?

Please help us! just need to know the timeline.
