Good day,

I would like to know the proper procedure for sponsoring my mother and sister for the immigration to Canada.
Just a little bit of background information; my mother is almost 65 years old and she has USA's Green Card, and my sister is 40 years old and she does not have Green Card. Both of them are Pakistani nationals.

Could you please guide me about the procedures and requirements for both of them for applying for Canadian immigration. Also, I would be their sponsor.

You can sponsor your mother - however you cannot sponsor your sister. If your sister wishes to immigrate, she will have to qualify on her own.

To qualify to sponsor your mother, you will need to have three years of income earned in Canada that meets the low income cut off (you will need to provide three Canadian tax returns to prove that you meet this requirement). Only a limited number of applications are accepted per year and the cap for this year has already been reached. So the earliest you can apply is January of next year. One additional piece of info. If you are a PR, you will need to stay in Canada to sponsor your parents/mom.
It will take a long time. So be prepared.
Take a look at some of the parents sponsorship thread and find out more.
New applications will be accepted in Jan 2017 but we don't know what will be the cap this time.

Her USA green card will not help to expedite the app. CIC may still process her in visa office based on her being a Pakistan citizen anyways.

If you want to sponsor your mom in January 2017, you will need to show your Canadian family income (you + spouse) for tax years 2013, 2014 and 2015 that all meet LICO based on your family size.

Most people do this without a lawyer, as they cost several thousand dollars and can't do anything to speed up the process.
