Yes, you can, however, you will have to wait for it to reopen again because right now it is closed. I believe it opened in January of this year so perhaps January again for 2015.

Also to apply in Jan 2015 you and your co-sponsor (spouse) will need to show combined Canadian income meeting parents LICO for your family size, for 2011, 2012 and 2013.

No there is no time criteria. A PR could apply for their parents the same day landing as a PR, as long as they have a spouse co-signer that can show 3 years of Canadian income meeting LICO amount.

If your brother will be 18 years old or under as of January 2015, then you can apply for your parents plus brother when program re-opens (assuming you and your spouse's income meet parents LICO income for 2011,12,13).

Parents and brother will need to also pass the medical exam and not have any conditions that would be too expensive to put a burden on our Canadian healthcare.

You list your brother as your mother's dependent provided he is less than 19 years of age.
