I am living in India. My PR card expired this month.Due to unavoidable reasons I could not be able to meet PR obligations and get my card renewed . Now I cannot travel to Canada. My wife and daughter are living in Canada as permanent residents. My wife is in job there. Daughter is studying. I want my PR card renewed but cannot apply for obligation was not met.
Can my wife sponsor me for PR ?

Will I have to renounce my PR before she applies for sponsorship ?
 
Yes- your wife can sponsor you for PR provided she meets the residency obligation.

Yes- you will have to officially renounce your PR status before she can apply to sponsor you.
 
My wife not intending to leave Canada for some time. She is there only for few months still not meeting the PR card renewal obligation. In such case can she apply for my sponsorship ?

In that case no - she cannot sponsor you. She will have to wait until she meets the residency requirement of living in Canada for 2 out of the last 5 years. Once she meets the residency requirement, she will be able to sponsor you.

If she applies to sponsor you before she meets the residency requirement, your application will be refused and you can also expect her PR status to be revoked.
