Sponsoring Japanese spouse - Japan-specific guide, item #14 - 9 recent photos?

I am going through the Japan-specific guide:

.. and have come upon an item I dont understand.
If anyone could shed some light on it that would be great.

There is a part that says I need 9 photos of family accompanying and non-accompanying.
It says to refer to Appendix B, but B just talks about the specifications for an immigration photo.

Do I really need my wife to get 9 recent photos of her mom, dad, brother, sister, like, 36 photos total?
We have no dependent children and no one is accompanying her.
This photo requirement is not mentioned in guide 3999 or in any of the application forms.

Any help would be greatly appreciated.

Only need 9 photos of anyone being sponsored. Print name, DOB, signed at back.
Refers to dependants ,accompanying or non accompanying.

So 9 photos of my wife only, as per specifications in appendix B.
