A friend of mine met a philippine girl while visiting the Philippines and after about 3 months they got married there. She ended up getting pregnant. He will stay with her there till baby delivered but wants to bring her back to Canada but because of low income the baby for now would be raised by her mother. Is it necessary to sponsor the baby to Canada too at same time or can they sponsor the baby to Canada after they become established in Canada? And will having a baby make it harder to get approved? The marriage was quick, justice of peace. But they love each other true and is genuine,
One more thing, can the sponsorship application be started before the baby is born?

If your friend is a Canadian citizen, then the baby will also have a Canadian citizenship and does not need to be sponsored. He just needs to sponsor his wife. The issue is that she must do her medical exam and that involves an x-ray. Since she is pregnant, she will not be able to get the x-ray until after birth. So her application will be delayed.

If the baby has a Canadian parent, that baby can apply for citizenship, not PR. This too takes a few months, but I've heard it's quicker than applying for PR.

If you do decide to sponsor the baby for PR (I don't know why you'd do this, but) the child can be listed as a non-accompanying dependent (to be sponsored later.)

Having a baby will count as evidence of a genuine relationship. Generally CIC scrutinizes quick courtships/marriages without a proper wedding, family involved, etc., but getting pregnant would explain why they did it quick without a proper wedding.

The sponsorship application can be started before the baby is born, but it cannot be completed because she cannot get a medical (they won't x ray pregnant women) and without a medical they will not grant PR. She can provide proof of her pregnancy and start the PR application, and take the medical after she gives birth.

Yes, he is Canadian citizen, did not realize baby would need no sponsorship, so he just has to sponsor his wife and no need to mention about whether or not the baby will be accompanying them back to Canada at same time?
and that also means after in Canada, they can just go back to the philippines to pick up the baby to bring back to Canada without any applications?

Is he planning on sponsoring his wife inland (she waits in Canada with him) or outland (she waits in her home country)? Inland may be tough because they may not grant her a TRV to enter Canada.

He doesn't want to leave her so he'll be staying with her until she is able to go back to Canada with him.
So that will make it easier or harder? He has a paid for house in Canada and wants to make that their home.
is it a different application to fill in the Philippines?

No that is fine. It will be an OUTLAND application (make sure he chooses OUTLAND).

One thing he will need to do is provide a plan to CIC on how he plans on moving back to Canada with his wife. Any ties to Canada will help. Owning a home in Canada is one great example of a strong tie. He will also need to explain what he plans on doing when he comes back (employment, income, etc).

He is older, will be receiving pension in a few years and I believe he is living off savings, has minimal expenses and they just want a simple life.
