were brother in law could be sponsore in manitoba?
I have my brother in law there(sister's husband).
can he support my case?

No - he can't. The rules have changed quite a bit since 2014.

If you apply through the Manitoba PNP program, you can get additional points for having family members living in Manitoba. However those family members cannot sponsor you and you will still have to qualify to immigrate largely on your own through having the required work experience, education, language skills, etc.
