hi guys, I landed in Canada as a permanent resident in 2016. I have a daughter who was listed as a non accompanying dependant on my application.

She’s expressed interest in coming to Canada as my dependant and I’m wondering if she’d need to apply before she turns 22, or will it be 19 due to the age requirements at the time of my application?

Lock-in age of dependent children for immigration applications
The age of a dependent child, accompanying or non-accompanying, is locked in on the application’s received date. For family class applications, the age of a dependent child is locked in on the date of receipt of the principal applicant’s complete permanent residence application. A complete permanent residence application contains all of the items in the document checklist for the specific category, which includes proof of payment of the correct processing fees.

needs to sponsor before she turns 22.....age lock in date....is the date IRCC receives a complete application for permanent residence from the principal applicant (i.e., in this case your daughter been sponsored and apply for PR) not the parent.

you may call IRCC to clarify.......By phone. Call the IRCC Call Centre (1-888-242-2100), from within Canada only

Actually the parent must submit the application to sponsor the child.

Yes, the only thing I’m unsure about is this:

For permanent residence applications received between August 1, 2014, and October 23, 2017, the “under 19” definition applies. For permanent residence applications received before August 1, 2014, transitional provisions allow for the pre-August 1, 2014, definition of a dependent child to be applied. For family class applications, the age of a dependent child is locked in on the date of receipt of the principal applicant’s complete permanent residence application.

I’m not sure whether it refers to my initial application with her as a non accompanying dependant, or if it refers to the date which she would apply to be an accompanying dependant. If it’s the former then I’d assum she has to apply before 19 no?

October 24, 2017, Between August 1, 2014, and October 23, 2017......those are dates IRCC changed the maximum age to qualify as a dependent child....forget those dates.....the rule in effect as of the time your daughter's sponsorship was received is what is applied.....not when the sponsor landed.
Dependent child
Since October 24, 2017, the definition of “dependent child” is as follows:

A dependent child, in respect of a parent, is a child who
  1. has one of the following relationships with the parent:
    1. is the biological child of the parent, if the child has not been adopted by a person other than the spouse or common-law partner of the parent
    2. is the adopted child of the parent
  2. is in one of the following situations of dependency:
    1. is less than 22 years of age and is not a spouse or common-law partner
    2. is 22 years of age or older, has depended substantially on the financial support of the parent since before the age of 22 and is unable to be financially self-supporting due to a physical or mental condition

The initial app is done and closed. This would be a new app assessed against current rules.
