You cannot sponsor both your sisters. If you intend to sponsor your siblings, you must chose which one. The other who is not being sponsored, have to apply for PR on her own merits alone.

Once your sponsored sister land as PR, even she cannot sponsor her other sister despite you sponsoring her. Your sponsored sister no longer qualifies under the "alone in Canada" clause anymore since she has you.

say I decide to sponsor my sister and she's in the states and is illegal immigrant... part of the sponsorship requirement is for her to submit police clearance and medical certificate... how will she able to obtain the police clearance from the USA and medical clearance as well?

For the application form, will her address be her country of origin?

She can submit a police report request from FBI and have it mailed to your address. Don't know what it will say in the FBI report about her illegal stay in US. That is not my forte.

To do her medical, it can be done in any country so long as it is CIC designated doctor. However medical request will be sent to home country. Medical requests will be done shortly before issuing COPR to land.

It is likely that the application will be sent to her home country since she is not American and doesn't have legal stay in US (need to claim 1 year in US in residency) to claim Ottawa office for processing. I am not 100% correct on this part.
