I am planning to sponsor my husband for PR in a few months. He is a dual citizen of France and Switzerland - so he has two passports. Does this affect anything when applying for PR? Does he have to list both his passports or just choose one? I know that dual citizens, to enter a country, just use one, but I don’t know how this extends to the PR application. Is it technically “lying” to Canadian officials if he just states one?
 
Others can comment as well but whenever asked the question about citizenship should always include all citizenships held. Anything else would be misrepresentation if found out.
 
He definitely has to declare both his citizenships and not doing so isn't technically lying but flat out lying and misrepresentation. Always answer everything truthfully during the application process.
 
In one of the applicant background information forms, there is an explicit section asking for ALL countries of citizenship (including acquired by birth country) and residency of the applicant.

For the main ID document for the application, you can pick one passport.
