Congrats on the pregnancy. I assume you are Canadian Citizen as you are living with your husband outside Canada.....
Just to point something out: your baby will be Canadian if you were yourself either born in Canada, or naturalised Canadian (you arrived as a PR and then became Canadian). If you were born abroad to Canadian parents, then the baby will not be Canadian. I suppose it's not the case, but just wanted to make sure.
You don't have to inform your VO, but I think it's beneficial to do it. It will show them that you are in a genuine relationship, and will help your case in that matter. Also, even though most of the time it doesn't do anything for getting a PR quicker, you never know. For a few applicants, the VO issued the PR quicker to the husband so that she could travel to Canada and have the baby there etc. So - I think it's always worth it. (also because if the baby is born in Canada you won't have to worry about getting the certificate etc.)
As far as I'm aware, there is no other way of obtaining a passport. You have to apply for the Certificate of Citizenship, then the passport. However, when you ask for the Certificate of Citizenship, you can request an "urgent procedure", based on the fact that you have applied for your husband's PR, and because once the PR is issued he needs to land by a certain date, you need to have the Certificate and the passport ready for when that happens....
it says here http://www.cic.gc.ca/english/resources/publications/proof.asp#urgent that you can apply for an urgent proceeding ( it doesn't say it clearly but it says "contact us if it's the case"). I have advised a few people to do it, based on the fact that they had applied for PR and needed to travel and land before a certain date, and it worked, so I hope it will be the same for you. here is more information about the procedure itself http://www.cic.gc.ca/english/citizenship/urgent-proof.asp
so my advise is: inform your VO of the pregnancy and the due date. Include a letter from the doctor with the approximate due date. Tell them that you are aware that the child will be Canadian, and you plan on applying for urgent processing of Certificate of Citizenship to make sure that your husband can travel when the PR is issued. You never know - it might make them think that it's just easier to issue the PR to your husband, so the baby can be born in Canada, and no more paperwork! it won't harm your application in any way, and it shows them that you are informed and prepared.
Then - if the baby is born outside of Canada, apply right away for the Certificate, following the urgent procedure that I sent you. Hopefully it will work. In previous cases I have seen people getting the Certificate in less than a month, and the temporary passport just after that, so it made it much easier.
