Does she meet the requirements to be hired as a nanny? Does she have at least one year of full time paid work experience in the field in the last three years? Or has she completed a full time school program in the field that's at least six months long in the last three years?
Your brother is the one who would have to sponsor her as a nanny. For this to work, he has to obtain an approved LMIA and show he has enough income to pay for a caregiver. He must also have a house/apartment that has enough bedrooms for the number of family members they have - plus one for the nanny.
