Sponsor Spouse while do not meet PR requirement...

My friend got her PR card in 2008 and went back to her country because of study. She used to come every summer and was in Canada total 300 days. Her PR will be expired in 2013. Now she is going to get married and sponsor her spouse. Is she able to sponsor him while she is not staying in Canada? What is a better way for sponsorship in her situation? Any suggestions will be very helpful.

A sponsorship application should be submitted while she is in Canada.
She should be present in Canada while the application is in process till her spouse arrive in Canada.
She should complete 2 years of her physical presence before expiring her PR Card, to maintain her permanent residency.
