I have inquired at CEM regarding this matter and here is the reply:
Dear Sir/Madam,
An intention by a foreign national to become a permanent resident does not preclude him/her from submitting an application for a temporary resident visa during the processing of his/her immigration application. During the processing of the temporary resident visa application, the onus is on the applicant to demonstrate that he/she will leave Canada by the end of the period authorized for his/her temporary stay. An applicant may submit an application for a temporary resident visa even if he/she has a pending immigrant application. The visa application will be assessed independently of the immigrant application and in accordance with the Regulations in force.
