I just talked to CIC and MP these couples days.

1/ extend their stay : every 6 months (hopefully they can give more) . I sent the application and involved MP

2/ Super Visa: no change, since they are my in-law, they need to wait another 18 years (my daughter)

3/ H &C ground : very little change to no change (according to MP and CIC)

4/ multiple entry visa: this will allow them to visit any time. But air ticket is a little cost.

I agree with all of the above and think you've been given good advice. #1 or #4 are the only realistic options.
