Sponsor my spouse (visitor in Canada) through outside Canada stream?

Hi everyone. My wife (Chinese) is in Canada as a visitor and we are about to file her Sponsorship application now. Our goal is to get her PR as quick as possible so we prefer the 2nd stage of our application to be processed in China as it only takes 9 months. But my question is:
1) she is in Canada as a visitor, what do we put for her residential address and mailing address?
2) if we put the Canadian address as her residential address, wouldn't the visa officer regard her case as an inland application then?
3) or maybe should I ask her to leave Canada A.S.A.P and then file her case as outside Canada?

Background is that she came to Canada to see me from June 9, 2014 initially then we both left for China On Sep 13. We both came back to Canada on Nov 6, 2014 till now. I am a PR here.

1. if she plans to extend her stay until she is approved for pr, then she can put your canadian address. she will want to put the address where she will be when they approve her application. this will be the address they send her approval to.

2. no. outland and inland are completely different applications. being IN canada doesn't automatically make it an inland application. the type of application filled out and submitted does. there is no rule that states an outland applicant can't be IN canada while the application is submitted and processed. applying outland has nothing to do with where the applicant is physically. it has to do with where the application processes and where the applicant is from.

"If your spouse is staying in Canada as a visitor or on some other visa, you can pick whether you want to apply outland or inland. Outland is generally faster and has appeal rights but a downside to outland is that if an interview is required, your spouse will have to travel to the visa office in the country where it's being processed. Inland has the downside that it's generally not advised that your spouse travels while you are waiting for your processing because it is a requirement of inland that they reside in Canada and if they are denied entry at the border for some reason, your application is gone. If an interview is required for inland, you may also have to wait a long time for it. The inland application would be sent to Vegreville and if all goes well, you would get a first stage approval, usually in 6 to 8 months. Then the file is forwarded to your local CIC office where you live and they will contact you for a landing appointment. Getting the PR with inland usually takes 12-18 months. If an interview is required for inland, Vegreville will not give first stage approval but instead will forward the application to the local CIC office without it and you will have to wait for them to have time for your interview. In some cases that can take a year or two. If you do get the first stage approval, your spouse will usually be eligible for health care and an open work permit. It is actually a good idea when applying inland to send an application form for a visit visa extension as well as the open work permit to be given at first stage approval all in one package so it's tied together."

keep in mind the processing times in Leon's post are out of date. currently inland is taking 2 years to process. 16+ for first stage approval and 8+ months for 2nd stage. it's usually always recommeneded a person applys OUTLAND even when they are IN canada as a visitor. I believe beijing has a 8-10 month processing time. to know what real applicants face, simply find the thread specific to that visa office. the stats posted on line are misleading and do not represent today's processing.
