I sponsor my parents to immigrate Canada starting in 2007. They finally got medication exams in 2012. They got rejected because my father started to have Alzheimer. I filed appeal right away. My father passed away last year. Right now they inform me that the hearing will be hold soon. I am wondering if it is high possibility to get my mother immigrated to Canada. What should I do? My father is the premium applicant. Thank you in advance.
 
I know from here that since your father is deceased, your mother may become the principal applicant, am just not sure if it is automatic or not.

Summary

When the Principal Applicant (PA) on a parent or grandparent application for permanent residence in the Family Class passes away prior to permanent residence being granted and where the sponsor makes a request, the officer may replace the PA with the individual identified on the application as the accompanying spouse or common-law partner in cases where they are also eligible to be sponsored as a member of the Family Class by the sponsor (i.e. not a step-parent or step-grandparent).

It looks like you can make your mother the primary applicant, without paying any additional fees. You should contact the CIC to request the application changes.

1. The application already has been refused, and is under appeal. The OP can use the H.& C at the appeal for his mother, now the father is deceased. It is unlikely that CIC would re-open the application at this stage.

Totally right, I guess I forgot part of the case whilst reading.

What do you mean by H&C?
