My sponsor (Canadian resident) has never filed taxes due to being mostly unemployed. He has had very brief periods of employment but has never earned over the Ontario Basic Permanent Amount (around 10k). He also has no tax obligations to file a return, according to the CRA website.
He has recently gotten a job though so we will be able to submit the original letter from his current employer stating period of employment, salary and regular hours as requested in the Document Checklist. Just not the Option C or Notice of Assessment.
Would a letter of explanation be accepted given these circumstances? Or should we wait to submit my residency app until he has filed taxes in April 2019?
