sponsor for permanent resident or work visa

I'm bit confused about the visas my wife requires..or more precisely what would be most beneficial to us.

Can I sponsor my wife for both a work visa and a permanent resident visa at the same time?

My wife and I have been married for 5 years, (she's Korean, I'm Canadian) and we've been living in Korea. We are going to Canada this summer.

It will take longer than the time we have for her permanent resident visa to be processed. I not found any information that would allow my wife to come to Canada with me prior to this being processed (other than on a tourist visa...which is not acceptable as we would have to get a return ticket and she would not be able to work...which is a waste of money). So I thought I would apply for her work visa as well.

Anyone have any idea if this is possible? Or if there is a better approach?

If you apply for PR using the inland process, then your wife will qualify for an open work permit after the application receives first stage approval. First stage approval is currently taking six months from the date the applicaiton was submitted.

If you apply for PR using the outland process, then your wife will not qualify for an open work permit. If she wishes to work before her PR visa is issued, then she will first need to find an employer who is willing to hire her in Canada. That employer will then need to obtan an approved LMO (and prove that on Canadians could be found to hire for the role). If the LMO is approved, your wife can then apply for a work permit.
