The CSQ itself doesn't really change much to the timeline. What we need to know is when you applied first.
Inland applications are usually around 14 months, but getting a bit longer now...
first stage is 6 months, second stage usually 8 months if all goes well.

Well, nobody can't tell you how much time it takes to get PR.

Unfortunately, it takes for more than 6 months to get AIP now, even though CIC says it's 6 months on the website. I sent my applications for PR on December 2012 and I got my CSQ on March 2013. I'm still waiting for the AIP. I don't know when I get the AIP and DM. I understand your frustration, but we just have to wait.

Not only me, some people are still waiting for AIP. If you are interested in other people's timeline, please check these.

My app reached CIC on October 23rd. My CSQ was received in February. I still haven't gotten AIP yet. There are a lot of us in the forum at or beyond the 8 month mark with no AIP. And then Stage Two is estimated at 8 months.

AIP: Approval in Principle
DM: Decision Made

CIC don't tell you that they received your CSQ unless you ask them. CIC don't show your CSQ info on E-CAS. I guess you will not hear anything from CIC until you get AIP. If they doubt your relationship, they will contact you and/or your sponsor to have an interview before AIP, I think.

so based on others' timeline, you still have quite a bit to wait. Inland is a long process. Next is... more waiting, until CIC informs you about the AIP. At that point you will know that the application is complete ( for forms etc.) but they can still ask for more info later on in the process.

Application received in January, you might (might!!) hear something end of August... for stage 1. After that, another 8 months more likely... so PR for 2014, not before, most likely.
Sit back and relax, there is nothing else to do.

Québec's MICC (the ministry that issues the CSQ) sends copies to you and one copy to CIC/Immigration for you. So no, you should not have to send your CSQ to immigration. However, be sure to keep your copies, in case CIC doesn't receive it, or doesn't match it properly with your file.

From what I see with most forms and information that CIC requests is this:

Unless you put tracking on it or delivery confirmation when you mail them any information (police and federal clearances, medical, application, etc) then they won't contact you unless they need more information.

If you are really concerned it did not reach them then you can contact the call center and ask using your client number as reference as they would have received it by now and could tell you that they got it. As far as it finishing your application process for PR? Just because they request information doesn't mean it's close to over. I had a request within weeks of sending mine in and it's been 6 months and I'm an outland application (which is to be shorter than inland).

Good luck to you!

Can someone PLEASE help me?
We are inland (quebec) couple. 4 years total together 2 of them married (22 july 2011) we apply for permanent residence on march 04, 2013. We already got aor (march 14) and order to go to quebe (march 20) andquebec approuval. That was may 9th and now waiting for aip. Question is, would it be usefull that i do the medical exam right now? I didnt sent an owp application, should i send it now to win some time? Tought, we call a week ago and agent told us it wasnt possible to add an owp app to our application and it was better to wait for aip, plus told us not to do medicals till cic order... I keep reading about people that did it and add it no problem...i would like to be able to work as soon as possible! Also, getting aip is the biggest part isnt it? After that is just medicals and police and pr?? What other can fail between aip and pr??? Thanks a lot!! God bless all of you! Have a nice day
