I assume the sponsor is a Canadian citizen rather than a PR.

Exactly! I am Canadian citizen and my 2 kids as well .. Now I need to sponsor my wife (who is their mother). We have been married for 18 years...What is procedure in the case like this?
 
You apply outland and then you tick a different box on one of the forms.
In your application you need to show you plan to return to Canada once your wife gets her PR.

Do I need to prove exact cut off in earnings? Not clear with proof to return to Canada .... why would apply for visa if opposite?

There's no minimum income requirement to sponsor your wife.
Technically your wife could move to Canada with her PR status without you, but this is not what the family class PR visa is intended for and that's why you need to show you (the sponsor) plan to move back to Canada too. There are examples given in the application package for what sort of proof you can give and you can include an explanation letter in which you'd outline your plans to return. Once your application is being processed you could be asked to provide further proof.

I found, in application package, that needed income is 25000 CAD /last 12 months, to sponsor 1 person...(guess address for the spouse as well)..
