I was thinking about sponsoring my brother, but after I read the language on the documents I freaked out a little bit.
It states that I will be responsible for supporting him for a period of ten years after he comes here, and also his medical bills, etc and it doesn't stop after he even becomes a citizen. Is that true ? or is it just scare tactic?

Just in case, he is unable to support himself. Is there a cap on how much money the government or I have to pay back the government in case he is unsuccessful at work/business? how easy is it for him to even get money from the government ?

First of all - do you qualify to sponsor your brother? How old is he? Is he an orphan?

Do you have a spouse or children? Are either of your parents still alive? Do you have any other family members in Canada (e.g. uncle, aunt)? The answers to these questions will determine if you can sponsor your brother.

To answer your question, you will be financially responsible for your brother if you qualify to sponsor him and are successful in sponsoring him. This means if he goes on social assistance (welfare), the government will go after you to pay all of it back. This is not scare tactics - it's real. The government will absolutely go after you if he takes social assistance since you will have signed a legally binding agreement to support him by signing the sponsorship form.

my brother is 26 years old and my parents are still alive despite all that, I still qualify to sponsor him under option 2 that is mentioned below. I have no family of my own and none of my parents live in Canada or are Canadians. I am not sure what other rules are there ?

Option 2 – Other relative

You may sponsor one relative, related by blood or adoption, of any age if you meet all of the following conditions:

you do not have a spouse, common-law partner, or conjugal partner, or one of the following living relatives you could sponsor instead:
son or daughter,
parent,
grandparent,
brother or sister,
uncle, aunt,
nephew or niece.

you do not have any of the above-named relatives who is a:
Canadian citizen,
permanent resident, or
registered Indian under the Indian Act.
If the relative you want to sponsor has a spouse, partner, or dependent children who will come with them to Canada you must include them on the same sponsorship application.

You could sponsor your parents under existing PGP stream after meeting income requirements. So you don't qualify to sponsor your brother.

Agreed with the above. Unfortunately you've misunderstood the requirements of the 'other' family sponsorship category. Since your parents are still alive and you can sponsor them, unfortunately sponsoring your brother isn't possible - you don't qualify.

Oh I see, so as long as parents are alive then I can't sponsor my brother. Actually , it is very difficult to bring parents here and my parents are very old like 70 plus , in fact they are not so excited about coming over here so I thought I would bring my brother instead.

Is sponsoring a parent even possible ?

Yes - sponsoring your parents is certainly possible. To start, you'll need to meet the income requirements. Once you meet the income requirements, you'll need to enter the lottery and hope you're selected. The lottery is scheduled to open again in January 2018.

would i be responsible for their medical bills as well ? I see lot of people bringing their parents in that are not so affluent, not sure if the rules were more relaxed in the past ?

Can I bring my brother here after my parents die ? It might be long time. My brother will be 40 plus year old.

If your parents have a few medical issues, they may not pass the medical test to qualify for PR once your pgp application has been selected.

You can sponsor your bother after both your parents pass away however you must not be married/common law, have any children, or have any relative that are PR or Canadian until your brother obtains PR. This would be the "alone" in canada clause in which you can sponsor your brother.

It's 20 years for parents. You won't be responsible for their medical bills (they will have health care coverage from the province). However if your parents need any type of financial assistance (e.g. welfare), you'll need to pay this back to the government. Note that if your parents have significant medical issues, they may not be approved for PR.

Yes - if your parents pass away, then you would be able to sponsor your provided (provided you aren't married or have children by then).

If one or both of your parents are still alive, the sibling can only be sponsored as a dependent in a parent sponsorship application. If both parents are deceased, the sibling can be sponsored as an orphan.
