yes. if both of you are in canada, then you can choose either inland or outland. outland gives her more freedom to travel, while it's recommended for inland applicants to not leave canada during processing.

also, depending on the visa office abroad, outland is generally faster.

thank you.

one more -

I can apply inland or outland even if she is with me in Canada. Am I right?
The rules are:
if your wife is currently in Canada, then you can choose either inland or outland! For inland applications, she can apply for work permit once she receives the initial approval in principle.
If she is not in Canada and/or doesn't want to stay in Canada while the application is in process, then she must use outland.

Note that if she uses inland, both of you must remain in Canada. Extensive travels outside Canada isn't recommended with inland applications as it requires that both of you stay together in Canada.
Also if your wife chooses the outland, she is free to stay in Canada as long as her permit allows. She can work if she already has work permit. However, she must go back to her country of residence if the out-land application requires interview. It could be stressful if you are having fun here. But you can go with her. Remember, it could be costly because of the ticket.

My advise is that, even though for now inland and outland processing times are the same, but if she comes from a country with faster processing of applications, she can apply outland.
If she doesn't mind where she gets the PR, then let her use the inland and she can live with you till she receives her PR!! She can apply to renew her status with inland application.
Hope this helps

Thank you for the detailed thoughts.

So I can get her to Canada using TRV/Visitor visa which is usually 6 months. I guess this visa can be easily renewed?

If she comes to Canada with TRV, you can then submit inland application and add Open Work Permit Application (OWP). She will be on implied status (thus, can stay in Canada after her visitor's status expires). She will get work permit after 3-5 months of submission. See here for more info on OWP: http://www.cic.gc.ca/english/department/media/notices/2015-12-11.asp

got it. so this OWP is valid for how many years? also can this be renewed if it expires?
It dosn't matter! If she has not receive her PR and the OWP expires, she can still apply to renew it.

no one can answer this question for you. it is at the discretion of IRCC when they review the TRV application. people get single entry visas and people get multiple entry visas. it solely depends on that person's TRV application.

CDNPR2014 is right. Just hope that she even gets the TRV then you can plan of inland application. It even doesn't matter if she is granted single or double entry. The most important thing is he can enter Canada and you guys can submit sponsorship application. If she can't come to Canada, consider outland application, it could faster.
