hii everyone,
I have been living in saskatchewan as a PR from last couple of years. i want to sponser my elder brother he is 32, married and working as a branch manager in a private bank in india. but the maximum number of points he gets on the express entry is b/w 370-390 which i dont think is enough to qualify. Province wise his job category is not in demand in any of the provinces.so i was thinking of moving to manitoba live their for a year and can apply under the manitoba family sponsership. I am not sure if the rules are still the same or they made some changes cant find anything on their website so if anybody has any idea about the rules over in manitoba pls share your views. thanks

What is his NOC?

It is 1111, and in the High demand list of NS. Which is faster and easier than MPNP.

There was a flurry of activity in the Nova Scotia Nominee Program (NSNP) in early May, with the highly popular Nova Scotia Demand: Express Entry stream welcoming applications for the first time since 2015.

This stream contains two categories, one of which does not require a candidate to have a job offer. For this category (Category B), candidates must have at least one year of full-time (or equivalent part-time) skilled work experience in the last six years in one of the 16 ‘opportunity’ occupations considered by Nova Scotia.
Soon after opening, intake under Category B of the stream was paused. A staff member at the Nova Scotia Office of Immigration, speaking to CICNews, said that this was because the online application system was experiencing technical difficulties, and that it is expected that applications will once again be accepted under this category in due course.

In general bank branches are slowly being closed. There may still be a need in the Maritimes due to an aging population. He should know that finding an equivalent job will be very hard as most have switchrd over to online services.

Thanks for help guys. yes i heard about the nova scotia program but it is closed as of now. this is what is confusing me should i stay in saskatchewan to wait for his category to come back in demand again or should i move to manitoba. on other side keep on waiting for nova scotia. actually saskatchewan is privatizing insurance in coming months so maybe they will reopen some of the categories. have to wait for that.

This NOC is regulated in Sask. And getting license is about to impossible.

did not know that thanks for answering all my queries.
so what you think is the best option for me as of now. what would you suggest??

NS PNP. Wait for it. Manitoba is very complicated and time taking.
Study more about NS. It is without job offer and need not local sponsorship.

sure thanks
i may have to ask him to take ilets again
he got CLB 7
which gives 16 points.
his ilets are
L 7.5
R 7
S 6
W 6.5

so total points come out to 65 so he is 2 short from the magic number.
