No, a sponsor cannot be on welfare.

I don't think there is a specified amount of time that the sponsor needs to be off welfare, but the vo needs to be confident that the sponsor and their sponsored family member won't be accessing it any time soon thereafter since, all of it will have to be paid back if used in 3 years following sponsorship approval.

If one gets off welfare and gets a job a couple weeks later and then applies, it probably won't be sufficient enough to prove they won't need to go on it again soon in the near future.

If sponsor gets off welfare, gets an ok job, and also shows they have support or living accommodations, etc. Being provided by a family member, then that might be ok.

But I don't think there is a specific formula for the sponsor to follow after they are off of welfare.

What tink23 said. You can't sponsor somebody if you are currently collecting social assistance. To be a sponsor, you are required to provide proof that you can financially support the person you are sponsoring and prevent them from collecting social assistance. If they collect social assistance within 3 years of getting their PR, you are required by law to pay all of that money back to the government.

There are no specific rules that I'm aware of as to how long you need to be off welfare before you can sponsor somebody. You just have to provide enough evidence to CIC to satisfy them that you are capable of supporting your spouse once they land in Canada. There is no income requirement for spouses but you must still be able to reasonably support someone if need be (have a place to live, a steady income, not be collecting social assistance, etc). See the guide to sponsorship here for more information: http://www.cic.gc.ca/english/information/applications/guides/3900ETOC.asp

this is what the sponsor's option c form, application and proof of employment are for. there are questions in the application pertaining to income, and if cic still has concerns, they will ask the sponsor to provide more proof of financial support (ie: savings, letters from family providing support, etc.) Even though there isn't a written rule about how long a person needs to be off of welfare, generally CIC *usually* has issues with anyone taking welfare within the 12 months preceeding the application. it is the sponsor's responsibility to confirm with the welfare agency in their provence that they are no longer listed as a recepient. there have been sponsors who have been rejected because they are still listed as a recipient even though they are no longer receiving benefits.

The only rule in the manuals, is that you must be off welfare as of the time you submit the application.

However if sponsors have been on welfare in the past year, they may face a much longer processing time for sponsor approval as CIC will do more of an investigation. Also there have been several cases where the government welfare office did not properly take people off the welfare recipient list, leading to rejection of sponsor.

Since the bureaucratic process may take a while, it's best to get off welfare as soon as possible before you submit any PR application. And also make sure you get a letter from the necessary office, confirming the official date you were off it, and that your name was removed from recipient list. Can include this with the PR app, along with your plans on how to support yourself and partner after they get PR status.
