Specific question regarding outland application for sponsorship

Hello everyone,

I'm married to Canadian citizen and I live with her in Canada. I have study permit. I want to apply for PR under spouse sponsorship path. I'm considering applying "outland" to save time. I'm originally from lebanon and as I said im here to study.
I appreciate if you can help me with these questions and most importantly the first two.

1- Can I apply as an outlander although I live and I will continue to Live in Canada while the application is processing?
2- If yes, Can I apply from the US or any other country say, France, mexico etc.. although I'm not a citizen of any of these countries? ( Me and my wife will be in France during the next time so I was thinking why not applying there or go to the US and apply from there rather than paying hefty amounts for tickets to Lebanon)


Do both of us (me and my wife) have to travel to submit the application? Like can she fill the sponsorship application and send it from within Canada and I submit the sponsored application to the visa office in the country in which I will apply?

If yes, Does she has to submit the sponsorship application to the same office I'm applying to? Like say I'm applying to the visa office in France, Does she has to send the sponsorship application to Lebanon or to immigration Canada in Mississauga?

Hello!

1) Yes, absolutely! OUTLAND only refers to where the application is processed, not your location.
2) You don't have to go anywhere! You can fill out the application and send it from right here in Canada.

Both her sponsorship application and your PR app are sent as one package to CPC-Mississauga.

Read this website for all the details you need. Also, make sure you download the Country Specific Instructions for your (PR applicant) country of citizenship. Although it says "...living outside Canada", please be assured you don't have to be outside Canada to apply!

You cannot choose where you want the application to be processed. CIC will choose - according to either your country of nationality or your country of residence. Just traveling to France will not allow you to have the application processed there, for example.

As noted above, your wife's application to sponsor you, and your application for a PR visa must be sent together in one package to the CIC office in Mississauga. There they will decide if she is eligible to sponsor, and then they will send the whole application to the visa office where it will be processed.

You do not have to leave the country to send in the application. Neither does your wife.
