SP approved inside and now how to get the Study Permit

One of my younger brother in Canada with valid visitor visa and applied for Study Permit inside Canada. Now the IRCC approved it and issued the POE letter by stating that at the port of entry he must show it to the visa officer and they should issue the study permit.

Now my question is how to do that? Does he need to leave the country (Canada) and return and request for study permit at the airport?

Or he can do a flag-polling at some boarder site. Please advise.

Does he have valid status in Canada? If he does, then he can flagpole for SP.
