SOWP: Should Spouse be included in Primary's PR Application to apply for spousal open work permit?

I am unable to get a good CRS score if I include my wife in my application. So I am proceeding myself in belief that I can process Spousal PR for her later.
Meanwhile, I would like to apply for Open Work Permit for my wife and I have following queries.
1. Is this option allowed without including her in my PR application
2. If yes, what are the options to select when applying for it in the IRCC portal?
3. If no, is there any other pathway through which she can come to Canada and work?

2a: I should already be in Canada - what is minimum residence requirement for this status? or is it enough to just obtain the CoPR Email?
