Sowp rejected under section200(1) , please help

Hi everyone I recently applied for sowp but it was refused twice 2 nd time it was written as u under
Thank you for your interest in working in Canada. After careful review of your work permit
application and supporting documentation under the International Mobility Program, I have
determined that your application does not meet the requirements of the Immigration and Refugee
Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing
your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 200(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 200(1) of the IRPR, based on your personal assets and financial status.
You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.

They said applicants personal savings or funds are low that's y we feel so
Missing the rest of your statement. The MP basically gives you the information you will get from the notes. Spouses of international students aren’t guaranteed SOWP. You may have to wait until your spouse has PGWP, a job in NOC 0, A or B and 3 pay stubs.

But why do I have to wait for such a long time when its allowed by ircc to bring in spouse

And moreover I have seen so many cases where spouses of students are approved , they didn't wait for pgwp

Yes, you are correct in those cases the spouses are full time student in Canadian Education institution.
I am assuming your spouse is also full time student?

Wait for GCMS notes to arrive and then act accordingly.

but is it "GUARANTEED" if the spouse has a NOC A or B job ?
Is it true that some officers may ask to see if the working spouse has savings, line of credit, credit card in case the job doesnt work out?

It's never guaranteed.

The applicant must be a true temporary visitor.

Nothing is "Guaranteed" there are many other factors that depends.
Proof of funds is not required for a spouse of a PGWP holder with a NOC O,A and B job bu tit is always good to show funds.
it is required if the spouse is on study permit.
