SOWP , PGWP

I was taking diploma course in one of the college in Vancouver. This course doesn't offer PGWP. Does my wife get SOWP if I study in that college.?

Some of the consultant told me that my wife get SOWP, only if I study in a college that is offering PGWP.

How far this is true.?

Its true as you can’t expect work permit for your spouse if you are not getting a PGWP, As stated on cic.gc.ca SOWP can be taken only if the partner is a PR or international skilled student from a school having DLI

College which she is Persuing has DLI .. but she won't get PGWP after har studies. In this case m. Do I get SOWP.?
