its not necessary, even I did the same thing. My wife is in India. I created Mycic account under her name and upload all the files from here (Canada).

I did the same too. My wife is in Bangladesh. Upload everything from here in Canada. And recently provided more wedding and personal pictures wit Police Clearance in Case Specific Inquiry. I hope they get it in time.

I didn't submit the PCC with the application.

To be honest, they are not clear about it. Some people did it some didn't. Just to be on the safe side, I put it as CSE yesterday.
 
It is funny how I applied on the 1st of April and they asked for a biometric for my spouse. She did it the same day. But still in the application it says that "We do not need your biometrics we will send you a message when it is required". It feel strange. Has been more than a month for that!

Check the processing time. If it has passed the processing time, then you can raise the CSE.

It says 9 weeks now but I am on the 5th week. So will give it another month for updates. Lets see

medical passed on 6 march
still waiting for final decision
