They reopened my case I submitted additional documents and they refused it once again now a new JR is underway. Constant loop of JR vs Chinook 3+

That’s heartbreaking. Now I am more scared regarding my case. They actually asked $100 fee last week even the settlement offer clearly mentioned that submitting additional documents and review of case without additional fee.

That fee won't be for reopening of the case that might be biometric related fee or some other application related fee that you missed earlier or your workpermit fee coz open work permit has two fees usually people don't pay one of the two fees. Though it's a positive sign.
