SOWP advice?

I am currently studying in Canada and would like to call my spouse on sowp. I currently have one year of study (2 semesters) left. He has the option of having a letter from work that states that he will have his job once he comes back since this is a trv.
I just want to know who should the letter be addressed to? My spouse directly, or the visa authorities as a support to his case?
Any samples will be much appreciated.

Another question is, is it better to apply for sowp or is it better to come on a visit visa and then apply for extension once over there.

I'll give you one more question, will your spouse be allowed enter canada even if SOWP is approved?
Approval time for WP at the moment is 6 months

There is a family reunification travel exemption. The only problem would be processing times for WP.
