I saw some people got approved in last 2 weeks who applied offline and their file is been processed at delhi visa office.

Previous refused after that i applied again last month in June..

Refusal reason was- your spouse is not full-time bona-fide student. I applied again with explanation of study.. hope will get Approval..

IRCC gave exempt for Biometric applications within Canada..

May be, they also give outside Canada...
