South african PCC for Indian Citizen

My husband has stayed in South Africa (Joburg) for nearly 2 years. On account of getting PCC from all the countries he has stayed, is it possible to get South African PCC from India itself? If so, please let me know how, by detailed steps. PS: he is currently staying in India.
