I am currently in British Columbia with Temp Work Permit and expect letter of PR within next 1-2 months. Do I need to have a US visa to flagpole at port south of Vancouver?

US officers will basically deny you entry to US and give you a administrative denial letter. You can try to get a US Visa if you just want to Visit US otherwise.

And I believe you have to mention that denial every time you apply for any visa for US or Canada.
