My another friend apply with CIC letter. It is the same though. I have just gotten a reply from her.

Maybe, it's your home country PCC not the Singapore one.

it is the singapore one. its mentioned on the title of the message.

what should i do now.....
 
Please make sure that this is the only PCC you could have produced, gather some evidence to back that too. Send this to CIC and see if they accept.
Otherwise, prepare to apply again and this time wait for the PCC request.

I suggest you contact/visit SPF and check if the format and wording of the COC issued to you is the standard one issued to everyone or if there are any other versions.
 
Has your period of stay in Singapore been continuous or not? If discontinuous then that may have been the issue as the PCC may not capture your entire period of stay but only your latest stay.

When I applied for the COC I was holding a visitor pass in Singapore. But now I'm a Singapore PR. I'm still living in Singapore.

Maybe this is the reason??

Check if your PCC captures the periods when you've held either EP or PR. Visitor or Social visit pass duration doesn't count.

I applied for COC with a long term visit pass. Last week I became PR. So the problem is just I need to apply for a new one?

But COC is with my passport number. If visitor pass doesn't count why did they issue it to me?

Just out of curiosity, your husband is Singaporean and you are PR, why do you want to come to Canada? Isn't Singapore also a good place and you guys' home country also?
 
i applied for singapore coc with my ita. i received successfully from singapore police force and submitted in my e-apr.

however, cic requested for additional documents----singapore coc, by saying that "
Please note that a Statutory Declaration of no criminal conviction is not acceptable as evidence that you do not have criminal convictions."

i compared mine (non-singapore citizen) with my husband's(singapore citizen), the statement is different!

i know many people got their coc with ita instead of request letter from cic.

but mine was not accepted.

anybody encountered the same problem??

Is the reason for rejection that your PCC is a Statutory declaration ? Check the rejection letter in depth. If that is really the case then IRCC simply screwed up and you should raise CSE/send emails and do whatever else you can to get their attention and get them to reopen. When you are doing this detail out how you followed IRCC instructions for application namely that you did the COC appeal and then went for fingerprints and such. Include copies of the COC appeal, COC applications and such.

Whether you got the COC with ITA or request letter is immaterial.

EDIT: Also double confirm your dates. Do they match what you put in personal/travel history ?

Thank you for sharing your ideas! I filled out web form hoping to get a explanation. At the same time I applied for COC again. I will double check with police force as well to see if they can help me out...
