It is strongly recommended. I am not sure if it is necessary as my friend in uWaterloo got admission in masters without SOP.

It isn't necessary at all .... You will get college LOA straight away with ease without any SOP .... But You may need to present it when applying for VISA as per the particular requirement of your case ....
