On March 8th, 2013 I received an e-mail from Ottawa that looked like my PPR request. They asked me for my CSQ, a copy of my passport, and a receipt for the Right Of Permanent Residency fee.

On March 28th, 2013 I paid the fees and sent them the documents via e-mail. I received conformation that they received the documents and printed them on the same day.

Today, I checked ecas and there are no real updates. In fact, it says that they didn't start processing my application until March 8th. I'm fairly certain that the reasoning behind that is because my application was originally sent to LA and then transferred, but I'm not sure.

I'm afraid that I jumped the gun and the e-mail they sent me wasn't actually my PPR, but was just a document request (which would be silly since they asked for me to pay the RPR fee!). Since I thought I received PPR and would be getting COPR in a month or two, I booked tickets to go visit my family in the US on June 22nd. I've been staying in Canada on a visitors visa since July of 2012, and have an extension that lasts until December of this year. I'm concerned that I won't have COPR in June, and that I wasted money on a ticket that I wont' be able to use since I doubt they'll let me back into CAnada knowing how long I've stayed and my intentions to get residency.

I know I'm being slightly ridiculous, and I know that my application is still within processing times but I am slightly worried right now. I sent an e-mail to Ottawa asking them for any updates that might not be posted on Ecas yet. As of right now I'm hoping that the LA office viewed my application and 'accepted' it in a sense without updating ecas, and then sent it to Ottawa to go through the final steps. Because, I mean, if my application truly wasn't looked at until MArch 8th, I still have a LONG way to go! Eeek.

If you were asked for a copy of your passport then that was PPR. Note that many people are not even asked for copies of their passport and they receive the COPR straight from the copies the sent with their application. March 28th was not too long ago. Usually COPR arrives 30 days in average after PPR though some take longer or less. June 22nd is still 2 months from now and it is very possible you will have COPR by then.
 
Just a little bit longer!! You know it could happen anyway now ;)

I just need to not check Ecas, because it's notorious for being slow. A lot of people's Ecas still shows 'In Process' when they receive their COPR!

dont rely on ecas.. it rarely updates on the actual time

I think that's your issue right there. Paying the RPR fee later WILL hold up your application compared to folks who pre-paid (which is about 1 month average on the CPP-O spreadsheet, though really ranging from 2 weeks to 1.5 months). (And it also hasn't even been a month since you paid those fees....) That said, I'm not sure why you're stressed. You have a valid visitor record and your PR application is almost done. I would bet money you will have no issues being re-admitted to Canada after your trip. They'll probably be happy to let you keep the visitor record since expiry is so far in the future.

mine doesn't even show IN PROCESS eventhough I got PPR with some additional docs. My ECAS still shows APPLICATION RECEIVED and it's already 10 months since I submitted my papers. I don't think ECAS is reliable.
 
As you realize now, that is not PPR.
It's not too late to change the date of that plane ticket, for a fee, of course.
And you have to be patient, not just because you bought a plane ticket when you shouldn't have to, CIC will give you preference on the others awaiting for their turn first.

Actually, it was PPR. Why did you say that is was not? I just received an e-mail from Ottawa saying that they have processed my application, accepted it, and sent my documents int he mail.

And I didn't want to gain preference, as that would be unfair. I didn't even tell the CIC about my plane ticket or my worries, I just asked them for my status. :)
