your assumption here is wrong.

CIC will open the envelopes because they cannot just return your application in the same envelope. They will also include an explanation telling why your application is being returned. They should also keep track of all applications that are being returned to avoid any disputes that arise in the future and probably this is reason why we do not see mass return of applications. you may be surprised to know that they even track the time of receipt of application at CIC. Trust me - my application was returned once from CIC. they are returning the applications gradually.

till december AORs were issued for nearly 4500 applicants - and those were applications received till mid to late august

so starting from may 8 to mid august they had received 4500 application i .e 4500 in 3 to 4 months. approximately 1000 to 1500 applications per month.

now considering mid to late august to late october even if they receive around 1500 application per month, they would reach the quota of 8000. More people might have sent applications in september and october due to uncertainity over express entry. I was expecting the quota to be reached by early to mid november but reaching quota by end of october is not surprising.

So my suggestion is forget CEC and prepare for EE.

they made the last cap update on Dec 14, 2014 : 4537/8000
and exactly Jan 12, 2015 they stopped charging CCs.
thats a bit strange, actually!
Say, even if they charged processed 1000 extra applications than the actual displayed CAP, how did they process 2400 applications in just 4 weeks ?!

again,(I'm not CIC... it's just an estimate!)

what matters is when were these applications received at CIC? the 4537th application for which AOR was issued in december was received way back in mid august

The count is not for AOR but the CC/DD encashed. Which mean 4537 as on 26th of Nov includes Sep -15 CC/DD encashed.

From Sep-15 to Oct -20 the application accounted 1000-2000 under CEC. This mean 4537 + 2000 = 6537 max. This mean we still haver room of 1000 min to max 2500. This anlaysis accounts that we still have room for CAP.

Please also note that Officers do have Christmas in Dec and EE introduction. Further the FSW movement is now moving to Nov - 20. FSW got cap filled by Nov-26 as per CIC site update. This too happend as on Nov-26.

There is no way that CIC has charged +3k CEC applications since December logically and historocally. Either number reported on CIC website was not correct or these are all romurs.

In CIC language, an "application received" means one that has made it past the R10 check (IRPR Section 10) and been determined to be complete. Only when that's done is that application considered to even EXIST.

You are 100% right! Do you know by any chance was there anymore returned application today?
 
They probably haven't started returning applications yet, i think!
 
The only thing I don't understand is why just few people received emails.

You are right about the AOR. All I am saying is I think CIC is not capable of sending +3K CEC AORs in one month based on their own history unless they speed up the process substantially, I might be wrong though.
