Thats fine, My friend applied in Aug 2014, he got File number just last week. So for Oct application it might take time.

Seems it is true that cap is reached. So sad and it turned me to get tears because there are more applicants were rushed to submit their applications until 31st Dec 2014.

I just opened Oct sheet and I just understood that the last person whose DD was cashed on 16 Jan 2015 is Oct 23rd applicant. his/her application was reached on Oct 23rd. But there are other people whose application's was also received on same 23 rd Oct with Credit Card but their credit card was not charged. Generally Credit Card should be charged first and then for DD it takes a week to be cashed. But that lucky person's DD was cached but remaining not.

For me it is sounding like Cap is reached and now CIO started to sending applications back. This is really a stupid process and I am very sorry. >:

Have they specified officially CEC CAP is reached ?

Means application submitted after OCT 2014 for CEC on any NOC code be in Canada or Outside Canada, will not be accepted ?

I would say applications received by CIC after OCT 24, no, they won't be accepted.
Though, this is just we can see from this email.

Not quite - applications received are batched and handed to CIC consultants to review for completeness and issue AOR, some consultants work quicker so some applicants after 24 October who were reviewed by consultants who were quicker might be lucky. Right?

That's possible, but don't expect it.
Especially for applicants who submitted their application in Nov and Dec, please try your best to prepare for EE.(I'm one of them)

I think MI 12 refers to FSW.
