Some questions for filing spousal sponsorship

Hey all - I recently got married and had a few questions before getting started:

1) My partner resides in the Middle East (Country A). He is originally from Pakistan(Country B) but never stayed there after turning 18. We got married in Dubai (Country C) and he studied in another country for his university (Country D). When generating the application kit, how can I get all these countries' documents? I tried adding them in the countries section but there are no specific documents for marriage from Dubai being shown in the kit, and detailed requirements of Pakistan when we didn't get married there. Help?

2) Does anyone know of good, non-scammy immigration consultants based in Toronto to do this work?

In my opinion,

1.Few Country specific documents might be required for Pakistan citizen, check IRCC checklist page
2. Marriage certificate from Dubai can directly be submitted as marriage certificate - Provide a LOE explaining why you were married in Dubai and status in Dubai during the time period with document proofs
3. you must provide police clearance certificate for all countries where lived for more than 6 months . - This has to be summited and filled during personal history documents and forms wherever asked.

Pcc required for all countries where you stayed for more than 6 months in a row in the last ten years. If he is older than 28 and left Pakistan at 18 he doesn’t need Pakistani pcc. I lived in India for a few years but never exceeded 6 months in a row so I didn’t submit a pcc from there.

How about notarization? We got our marriage certifcation translated locally in UAE. How can we ensure it is recognized by Canadian authorities?
